POSITION SUMMARY: Reporting to the Chief Quality and Compliance Officer, this confidential, management position is responsible to ensure that the agency programs comply with state and federal regulatory and agency requirements and standards. This includes compliance with OPWDD, Justice Center, OMIG, DOH, and SED requirements. Duties include quality and compliance continuous improvement initiatives and promotion of culture of excellence through implementation and reporting on the status of the QI Plan and Compliance Workplan, Compliance Program risk assessment activities, oversight of incident management, as well as internal quality and compliance audits and investigations across the agency. Additionally, this position will ensure effective Corporate Compliance training across the agency. Will assist Chief Quality and Compliance Officer with implementation and monitoring of the Corporate Compliance Program.

Functions as the liaison between the program management and Chief Quality and Compliance Officer by chairing quality and compliance workgroups, monitoring audit and investigation results, recommendations, and corrective actions are completed timely.

POSITION QUALIFICATIONS:

Minimum Education: Bachelor’s Degree in Human Services or related discipline. Master’s Degree preferred.

Minimum Experience: Minimum of 5 years of progressively responsible experience in quality assurance, compliance, and/or regulatory oversight, with a strong preference for experience within the IDD service sector. Demonstrated expertise in OMIG regulations and compliance standards. Supervisory experience required. At least 3 years of leadership capacity is strongly preferred. Must possess or be able to obtain Justice Center Investigator Certification within the designated orientation period.

POSITION TITLE: Director of Quality and Compliance SPECIFIC JOB DUTIES AND RESPONSIBILITIES

ESSENTIAL FUNCTIONS – QUALITY

1 Provide direct leadership to the QI/Compliance Division and subordinate staff

2 Collaborates with Division Directors or designees to ensure compliance with relevant state and federal regulations and Agency Policies, Procedures and Protocols

3 Develops systems and supervises subordinate staff to assess the quality of agency programs including incident management, internal audits, responses to external audits and generate reports based on findings.

4 Provides supervision to staff within direct line of responsibility, including decisions regarding hiring, scheduling, performance evaluations, discipline, and discharge of assigned staff.

5 Facilitates quality initiative workgroups across departments; including but not limited to Residential Services, Community Services, A16 and A28.

6 Partners with program leadership to identify trends, root causes, and quality improvement opportunities

7 Oversees implementation of participant and advocate satisfaction surveys; monitors, analyzes, and reports results.

8 Works with representatives from OPWDD, Division of Quality Improvement, SED, DOH, Justice Center, and/or other regulatory agencies to coordinate all regulatory reviews.

9 Implements, reports on status updates, and monitors activities related to the agency QI Plan and related strategic initiatives.

10 Oversees Incident Management process ensuring conformance with Justice Center and other relevant regulations.

11 Oversees development and implementation of policies, procedures, and protocols to prevent future incidents and to ensure the improvement in quality of services.

12 Provides guidance to department heads related to the investigation process from identification through corrective actions.

13 Conducts 624 incident investigations culminating in comprehensive written reports that conform with New York State Justice Center and OPWDD requirements and provides oversight to special investigators in the completion of investigations.

14 Assumes Investigator on Call responsibility regarding incidents involving people receiving supports to provide guidance in determining severity of the incident and immediate steps to be taken.

15 Has authority and responsibility to intervene on behalf of persons receiving supports in order to protect their health and safety.

ESSENTIAL FUNCTIONS – COMPLIANCE

16 Foster a culture of compliance, ethical practice, and continuous improvement at all organizational levels.

17 Assists Chief Quality and Compliance Officer in implementing the agency Corporate Compliance Program.

18 Maintains an organized and proactive system for monitoring regulatory updates and ensuring timely policy and procedure revisions as needed to maintain compliance with federal and state laws and regulations.

19 Oversees internal audits of compliance risk areas; design, frequency, findings, recommendations and corrective actions.

20 Maintains a working knowledge of and functions as a resource on federal and state laws and regulations that may affect the agency.

21 Carries out training curriculum for corporate compliance agency wide.

22 Assists Chief Quality and Compliance Officer in conducting Agency’s Compliance Risk Assessments and Compliance Program Self-Assessments. Under the direction of the Chief Quality and Compliance Officer, implements risk mitigation strategies for necessary compliance actions from identification through to resolution.

23 Responds to alleged violations of laws, regulations, policies and procedures by conducting formal and informal compliance investigations under the direction of the Chief Compliance Officer as necessary.

24 Ensures proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate or required.

 

Salary: $90,000-$93,000- Full-Time
