Salary – $70,000 to $80,000
POSITION SUMMARY: (Essential Functions of Position) The Purchasing Manager is responsible for
overseeing the procurement process within the Agency, ensuring the timely acquisition of goods and services at
the best possible quality and pricing. This role involves developing purchasing strategies, managing vendor
relationships, negotiating contracts, and ensuring compliance with Agency policies and industry regulations.
The Purchasing Manager is expected to enhance procurement efficiency, reduce costs, and drive strategic value
and success of the Agency.
POSITION QUALIFICATIONS:
Minimum Education:
Bachelor’s degree in Business Administration, Supply Chain Management, or a related field.
Minimum Experience:
A minimum of three years of proven experience in purchasing or procurement, preferably in a managerial role.
Knowledge/Skills/Abilities (KSAs):
• Excellent analytical and problem-solving abilities
• Strong negotiation skills and the ability to build and maintain supplier relationships
• Interpersonal skills necessary to interact effectively with coworkers and outside vendors
• Strong communication skills, both verbal and written Ability to read, write, speak and understand English
• Proficiency in procurement and accounting software, SpendMap, NetSuite a plus and Microsoft Office Suite.
• Attention to detail and organizational skills
• Ability to work under pressure and meet deadlines
• Strategic thinking and planning

Physical Requirements:
Sitting much of the day with occasional prolonged periods of movement throughout
agency. Must have visual acuity adequate to read correspondence, computer screen, forms, etc.; manual
dexterity needed to operate calculator, keyboard and access files in tight spaces; speaking and hearing ability
sufficient to communicate by phone or in person at normal volumes, etc. Stretching and bending required to
access files. The Purchasing Manager typically works in an office environment but may also spend time
visiting Agency program location. Occasional travel may be required.
Working Conditions:
Normal office conditions with little discomfort due to temperature, noise and the like.
Ability to handle multiple projects with tight or conflicting deadlines. Must be detail oriented and able to work
in a fast-paced environment.
Corporate Compliance:
Employees must comply with agency or governing body rules, regulations, and policies and procedures. Any
employee who witnesses or learns about a violation or possible violation of agency or governing body rules,
regulations or policies and procedures is required to immediately report this to his/her supervisor or the
agency’s corporate compliance officer.
